For decades, Scandinavian culture effectively prohibited the development of special provisions for talented students in higher education. However, in recent years, a cultural shift has gradually made more room for excellence and talent development in the national discourses. This paper analyzes the climate for talent development in Denmark, Sweden, and Norway. Following a first inventory of honors programs in Scandinavian higher education in which the only programs were found in Denmark, 10 experts were interviewed to analyze their national situation and reflect on the leading role of Denmark. In this country, external incentives, focus on quality, pioneers, and an open atmosphere were found to produce a culture more appreciative of excellence over the last decade. Starting from the Danish experience, the situation in Norway and Sweden is analyzed, showing that the combination of factors leading to change in Denmark is not yet present here. Lessons for other countries are highlighted, notably the importance of sharing information and exchanging knowledge at an international level.

This CIENS-report sums up the main findings from the project “Cultural heritage and water management in urban planning” (Urban WATCH), financed by the Research Council of Norway through the MILJØ2015 programme, and cofunded by the Directorate for Cultural Heritage in Norway (Riksantikvaren) and the Geological Survey of Norway (NGU). The project started up in 2012 and ended in 2015.
The primary objective of the project is to identify policies for the transformation of the Norwegian tourism sector to become resilient to climate change and carbon risks; to maintain and develop its economic benefits; and to significantly reduce its emissions-intensity per unit of economic output. Client: Norwegian Research Council, subcontracted by Vestlandsforsking (Western Norway Research Institute) The overarching aim of the project is to enable the nature based tourism industry in Norway a sustainable adaptation to climate change. The sub-objectives are to: (1) assess climate change consequences for weather conditions critical to the nature based tourism industry; (2) assess climate change consequences for selected ecosystem services and physical infrastructure critical to the nature based tourism industry; (3) develop climate change adaptation strategies for the involved user-partners; and (4) develop climate services that can support the tourism industry in comprehending impacts of climate change and developing adaptation strategies and measures. CSTT will develop a serious simulation -based game for destinations in Norway that will help destination management to explore policy measures to adapt to climate change, and to climate mitigation policies. The game will be played at a stakeholder workshop, conducting the simulation game in one game playing sessions per case (all research partners listed above take part).
