Facilitating citizenship-related classroom discussion: Teaching strategies in pre-vocational education that allow for variation in familiarity with discussion

Even though classroom discussion is considered an essential element of citizenship education, research indicates that pre-vocational students have fewer opportunities to practice with these discussions than their pre-academic peers. To provide more insight into pre-vocational teaching strategies to facilitate citizenship-related classroom discussions that allow for variation in familiarity with discussion, we analyzed observations of plenary discussion moments during 26 lessons at three Dutch secondary schools. Classrooms less familiar with discussion seem to benefit from a focus on structural aspects of discussion and avoiding strict content regulation, whereas classrooms more familiar with discussion profit from reflection on both process and content.

Netherlands: Education for democratic citizenship in Dutch schools

Highlights−Constitutional freedom of education affects democratic citizenship education policy.−Citizenship education legislation in 2006 and 2007 placed little demands on schools.−Legislation introduced in 2021 has further specified what is expected from schools.−Studies of citizenship education in practice are largely critical of the extentto which schools teach about, through and for democracy.Purpose:This paper discusses developments in citizenship education policy and practice in the Netherlands, and outlines key challenges as faced by the different stakeholders involved.Design/methodology/approach:Our discussion is based on existing research and policy documents in the Netherlands. The authors, from three Dutch universities, are experts in the field of research on citizenship education.Findings:Promoting citizenship education in primary, secondary and vocational tertiary education in the Netherlands has been challenging, particularly in light of the constitutional freedom of education in the Netherlands. Five issues are discussed in this regard: the contents of CE legislation, the normative character of legal requirements, integration of CE legislation in national curriculum aims, clarifying expectations from schools in teaching CE, and teacher education and professionalization.

We looked at theextent to which citizenship (education) is addressed in teacher training and theways in which this takes place.Findings: The results of the study show that several domains of citizenship arementioned, albeit not often together in one knowledge base. Pleidooi voor een handelingsgerichte benadering van burgerschap.Over waardenontwikkeling en betekenisvolle communicatie in burgerschapspraktijken

In dit artikel wordt de literatuur verkend op het terrein van een meer sociaalparticipatieve benadering van actief burgerschap. In deze literatuur wordt de ontwikkeling van burgerschap verbonden met de noodzaak zicht te ontwikkelen op handelingscontexten die voor zowel burgers als sociale professionals van belang zijn. We verkennen relevante literatuur van onder andere De Tocqueville, Dewey, Putnam, Lichterman en Biesta. Door aandacht te besteden aan burgerschap als praktijk beogen we dichter op de huid van het werk van sociale professionals te kruipen, waardoor de huidige ontwikkelingen rondom de bevordering van actief burgerschap bevraagd kunnen worden. Wat deze literatuurverkenning in beeld brengt is dat actief burgerschap niet tot bloei komt vanuit een opgelegde moraal, maar verbonden dient te worden met het dagelijkse handelen van burgers, waarin het “al doende leren” samen op gaat met de ontwikkeling van betekenisvolle praktijken. Sociale professionals hebben vooral tot taak dit type praktijken te ondersteunen en te faciliteren.

A little less balance in new teachers' professional development

This thesis reports on an interpretative case study about student teachers’ and new teachers’ personal interpretations in their teaching practice, during and after an international teaching internship. The main aim of this study was to describe how an international teaching internship interrupts existing, familiar ways of thinking or acting. The findings are an interpretation of how this interruption influences student teachers’ and new teachers’ “personal interpretative frameworks” (Kelchtermans, 2009) during their teacher training programmes and transition from student to teacher. This framework reflects the basis on which a beginning teacher grounds their personal decisions or judgements for action and answers the questions: ‘how can I effectively deal with this particular situation? and ‘why would I work that way?’ (Vanassche & Kelchtermans, 2014, p. 118).

Sleeping with the enemy: Audience

Audience studies is not the vibrant field it was in its 1980s and early 1990s heyday. Cultural studies today has a more balanced interest in production, audiences and texts. A renewed focus in audience studies on everyday meaning production, identity and relations of power could benefit from recent developments. Theorization of power especially has benefited from recent work on governmentality. In accord with recent work on ‘affect’, there is an opportunity for renewed vitality and urgency. Was audience studies damaged beyond repair by the charge that it is a populist field that celebrates rather than interrogates everyday media culture? Could a concept such as cultural literacy provide a bridge to help re-establish the critical credibility of audience studies or would it burden this field with its implied notions of standards, distinction and cultural exclusion? The article discusses recent work with youth audiences to inquire into the possibilities of ‘critical literacy’. It proposes taking up questions and insights raised by affect theory, to merge appreciation, criticism and understanding of the forces that drive (the possibility of) change, and to embed critical literacy in cultural studies’ ongoing interest in the construction of (cultural) citizenship.

In dit eerste van twee artikelen wordt het project Van kritische lezer tot volwaardig(er) burger geïntroduceerd. Aan de orde komen de achtergronden van het project en hoe kritisch denken, literatuur en burgerschapsonderwijs aan elkaar verbonden zijn. In het volgende nummer van LTM zal het tweede artikel het beeld completeren en een praktisch voorbeeldgeven.

Compensating or reproducing?

Studies show that adolescents that follow a higher educational track have more positive experiences than those of lower levels with aspects of democracy, such as decision-making or discussions. In our study, we focus on how adolescents from different educational tracks evaluate the various possibilities to experience democracy in daily life, and whether school is compensating for any difference therein. Data were gathered by interviewing 40 adolescents at two points in time (eighth and tenth grade). The results suggest that, especially in the later phase of secondary education, according to the experiences of adolescents it is apparent that school exacerbates instead of decreases social differences in society. Those in the higher educational track experience more often than those in the lower track having discussions and being encouraged to be socially and politically engaged. We discuss opportunities for teachers and for citizenship education to strengthen democratic socialization in both educational tracks.
