This article analyses four of the most prominent city discourses and introduces the lens of urban vitalism as an overarching interdisciplinary concept of cities as places of transformation and change. We demonstrate the value of using urban vitalism as a lens to conceptualize and critically discuss different notions on smart, inclusive, resilient and sustainable just cities. Urban vitalism offers a process-based lens which enables us to understand cities as places of transformation and change, with people and other living beings at its core. The aim of the article is to explore how the lens of vitalism can help us understand and connect ongoing interdisciplinary academic debates about urban development and vice versa, and how these ongoing debates inform our understanding of urban vitalism.

This report is a deliverable of the ESTRAC “Case Studies Regional Energy Transition” project, commissioned and funded by the research institute Energy Systems Transition Centre (ESTRAC). ESTRAC is a joint initiative of knowledge and research institutes in the Netherlands – including TNO, ECN (since April 2018 part of TNO), University of Groningen, Hanze University of Applied Sciences, the New Energy Coalition (NEC) and, more recently, PBL – as well as associated partners including Gasunie, Gasterra, EBN and NAM. In addition to funding from the ESTRAC partners, the Case Studies Regional Energy Transition project has benefitted from funding by the Green Deal program of the Dutch government.
Cities, the living place of 75% of European population, are crucial for sustainable transition in a just society. Therefore, the EU has launched a Mission for 100 Climate-Neutral Smart Cities (100CNSC). Construction is a key industry in making cities more sustainable. Currently, construction consumes 50% resources, uses 40% energy, and emits 36% greenhouse gasses. The sector is not cost-efficient, not human-friendly, and not healthy – it is negatively known for “3D: dirty, dangerous, demanding”. As such, the construction sector is not attractive for educated and skilled young professionals that are needed for the sustainable transition and for resolving the housing crisis. In contrast with the non-circular designs, materials and techniques that are still common in the construction industry, some other industries and fields have cultivated higher standards for sustainable products, especially in clean and efficient assembly and disassembly. Examples can be found in the maritime and off-shore industry, smart manufacturing, small electronics, and retail. The Hague University of Applied Sciences (THUAS) aims to become the leader of a strong European consortium for preliminary research to develop knowledge that is needed for the upcoming Horizon Europe proposal (within Cluster 4, Destination 1 - Re-manufacturing and De-manufacturing technologies) in relation with the EU Mission 100CNSC. The goals of this preliminary research are: (a) to articulate new concepts that will become an input for a new research proposal and (b) to organize a high-quality European consortium with high-quality partners for a lasting collaboration. This preliminary research project focuses on the question: How can the construction sector adopt and adapt the best practices in assembly and disassembly from other industries –including maritime, manufacturing and retails– in order to enhance circular urban construction and renovation with an active involvement of educated and skilled young professionals?
A fast growing percentage (currently 75% ) of the EU population lives in urban areas, using 70% of available energy resources. In the global competition for talent, growth and investments, quality of city life and the attractiveness of cities as environments for learning, innovation, doing business and job creation, are now the key parameters for success. Therefore cities need to provide solutions to significantly increase their overall energy and resource efficiency through actions addressing the building stock, energy systems, mobility, and air quality.The European Energy Union of 2015 aims to ensure secure, affordable and climate-friendly energy for EU citizens and businesses among others, by bringing new technologies and renewed infrastructure to cut household bills, create jobs and boost growth, for achieving a sustainable, low carbon and environmentally friendly economy, putting Europe at the forefront of renewable energy production and winning the fight against global warming.However, the retail market is not functioning properly. Many household consumers have too little choices of energy suppliers and too little control over their energy costs. An unacceptably high percentage of European households cannot afford to pay their energy bills. Energy infrastructure is ageing and is not adjusted to the increased production from renewables. As a consequence there is still a need to attract investments, with the current market design and national policies not setting the right incentives and providing insufficient predictability for potential investors. With an increasing share of renewable energy sources in the coming decades, the generation of electricity/energy will change drastically from present-day centralized production by gigawatt fossil-fueled plants towards decentralized generation, in cities mostly by local household and district level RES (e.g PV, wind turbines) systems operating in the level of micro-grids. With the intermittent nature of renewable energy, grid stress is a challenge. Therefore there is a need for more flexibility in the energy system. Technology can be of great help in linking resource efficiency and flexibility in energy supply and demand with innovative, inclusive and more efficient services for citizens and businesses. To realize the European targets for further growth of renewable energy in the energy market, and to exploit both on a European and global level the expected technological opportunities in a sustainable manner, city planners, administrators, universities, entrepreneurs, citizens, and all other relevant stakeholders, need to work together and be the key moving wheel of future EU cities development.Our SolutionIn the light of such a transiting environment, the need for strategies that help cities to smartly integrate technological solutions becomes more and more apparent. Given this condition and the fact that cities can act as large-scale demonstrators of integrated solutions, and want to contribute to the socially inclusive energy and mobility transition, IRIS offers an excellent opportunity to demonstrate and replicate the cities’ great potential. When dealing with decarbonisation of regional areas, different stakeholders perceive different social, economic, regulatory and technological barriers which they need to overcome in order to move successfully towards a CO2-neutral region. Major questions concern how different technologies for supplying renewable (low carbon) energy can be utilized in an optimal way in combination with (strongly) increased energy efficiency, flexibility in energy demand, planning of investments and minimization of costs and at the same time taking specific local conditions (e.g. capital stock, energy infrastructure) into account. At the same time not only technology and economics are relevant, but just as important is the social acceptance of the transition steps. Together they determine whether or not a theoretical best step forward in the transition will be feasible in real life. On a regional – local scale, there is currently no comprehensive methodology and analysis framework for dealing with the barriers on the level of detail that is required. Decision making for stakeholders to decide on investments and planning over time is therefore difficult. This easily leads to sub-optimal implementation pathways, ineffective use of capital and incentives and too limited emission reductions. No need to say that this will often lead to stalemate situations and progress for energy transition is limited.
