With the approach of the zero emission zone implementation in 30-40 cities mandated by the Dutch Klimaatakkord, comes the need to determine whether the SMEs located within these zones are aware of the coming changes and if they are, how far they have come in their preparation. This paper delves into the development of the zero emission city logistics maturity model tool which is used to indicate the progress of these small to medium enterprises in light of reaching fully zero emission city logistics operations. The paper starts off with a review of existing maturity models which forms the baseline for the zero emission city logistics maturity model in rubric form. A QuickScan analysis is developed in order to facilitate data collection by students who then approach businesses and use the QuickScan results to benchmark the businesses progress against other businesses. This paper then concludes with the preliminary results from the initial QuickScans performed by HBO level students.
Many cities in Europe have ambitious goals when it comes to making their public transport buses emission free. This article outlines the reasoning behind the choices made in the city of Amsterdam with regards to charging infrastructure for electric buses. Emphasising the importance of operational demands, and taking into consideration relevant context factor for this city in particular, the article provides pointers for cities, public transport operators (PTOs) and original equipment manufacturers (OEMs) that are considering to introduce emission free public transport by bus.
The aim of this research is to assess the potential impact of the CO2 Performance Ladder on CO2 emission reduction. The CO2 Performance Ladder is a new green procurement scheme that has been adopted by several public authorities in the Netherlands; it is a staged certification scheme for energy and CO2 management. The achieved certification level gives companies a certain competitive advantage in contract awarding procedures. While the scheme has been widely adopted by companies in the construction industry, other types of companies in the supply chain of the commissioning parties also participate. Currently, more than 190 companies participate in the scheme. The aggregate CO2 emissions covered by the scheme are around 1.7 Mtonnes, which corresponds to almost 1 % of national greenhouse gas emissions in the Netherlands. Since the introduction of the scheme the total CO2 emissions have decreased substantially. Nevertheless, these emission reductions should be interpreted with caution since emission reductions are dominated by a few companies and are affected to a large extent by economic activity. Companies participating in the scheme have set different types of CO2 emission reduction targets with varying ambition levels. The projected impact of these targets on CO2 emissions is in the range of a 0.5 %-1.3 % absolute emission reduction per year, with a most likely value of 1.1 %. The CO2 Performance Ladder can therefore make a substantial contribution to achieving the CO2 emission reductions for non-ETS sectors in the Netherlands up to 2020.

Early 2013 the Centre for Sustainable Tourism and Transport started work on the RAAK-MKB project ‘Carbon management for tour operators’ (CARMATOP). Besides NHTV, eleven Dutch SME tour operators, ANVR, HZ University of Applied Sciences, Climate Neutral Group and ECEAT initially joined this 2-year project. The consortium was later extended with IT-partner iBuildings and five more tour operators. The project goal of CARMATOP was to develop and test new knowledge about the measurement of tour package carbon footprints and translate this into a simple application which allows tour operators to integrate carbon management into their daily operations. By doing this Dutch tour operators are international frontrunners.Why address the carbon footprint of tour packages?Global tourism contribution to man-made CO2 emissions is around 5%, and all scenarios point towards rapid growth of tourism emissions, whereas a reverse development is required in order to prevent climate change exceeding ‘acceptable’ boundaries. Tour packages have a high long-haul and aviation content, and the increase of this type of travel is a major factor in tourism emission growth. Dutch tour operators recognise their responsibility, and feel the need to engage in carbon management.What is Carbon management?Carbon management is the strategic management of emissions in one’s business. This is becoming more important for businesses, also in tourism, because of several economical, societal and political developments. For tour operators some of the most important factors asking for action are increasing energy costs, international aviation policy, pressure from society to become greener, increasing demand for green trips, and the wish to obtain a green image and become a frontrunner among consumers and colleagues in doing so.NetworkProject management was in the hands of the Centre for Sustainable Tourism and Transport (CSTT) of NHTV Breda University of Applied Sciences. CSTT has 10 years’ experience in measuring tourism emissions and developing strategies to mitigate emissions, and enjoys an international reputation in this field. The ICT Associate Professorship of HZ University of Applied Sciences has longstanding expertise in linking varying databases of different organisations. Its key role in CARMATOP was to create the semantic wiki for the carbon calculator, which links touroperator input with all necessary databases on carbon emissions. Web developer ibuildings created the Graphical User Interface; the front end of the semantic wiki. ANVR, the Dutch Association of Travel Agents and Tour operators, represents 180 tour operators and 1500 retail agencies in the Netherlands, and requires all its members to meet a minimum of sustainable practices through a number of criteria. ANVR’s role was in dissemination, networking and ensuring CARMATOP products will last. Climate Neutral Group’s experience with sustainable entrepreneurship and knowledge about carbon footprint (mitigation), and ECEAT’s broad sustainable tourism network, provided further essential inputs for CARMATOP. Finally, most of the eleven tour operators are sustainable tourism frontrunners in the Netherlands, and are the driving forces behind this project.
The transition to a circular, resource efficient construction sector is crucial to achieve climate neutrality in 2050. Construction stillaccounts for 50% of all extracted materials, is responsible for 3% of EU’s waste and for at least 12% of Green House Gas emissions.However, this transition is lagging, the impact of circular building materials is still limited.To accelerate the positive impact of circulair building materials Circular Trust Building has analyzed partners’ circular initiatives andidentified 4 related critical success factors for circularity, re-use of waste, and lower emissions:1. Level of integration2. Organized trust3. Shared learning4. Common goalsScaling these success factors requires new solutions, skills empowering stakeholders, and joint strategies and action plans. Circular TrustBuilding will do so using the innovative sociotechnical transition theory:1.Back casting: integrating stakeholders on common goals and analyzing together what’s needed, what’s available and who cancontribute what. The result is a joint strategy and xx regional action plans.2.Agile development of missing solutions such a Circular Building Trust Framework, Regional Circular Deals, connecting digitalplatforms matching supply and demand3.Increasing institutional capacity in (de-)construction, renovation, development and regulation: trained professionals move thetransition forward.Circular Trust Building will demonstrate these in xx pilots with local stakeholders. Each pilot will at least realize a 25% reduction of thematerial footprint of construction and renovation
This project extends the knowledge and scope of carbon footprinting in tourism. Currently, the carbon footprint of holidaymakers is available as time-series based on the CVO (Continue Vakantie Onderzoek) for the years 2002, 2005 and all between 2008 and 2018. For one year, 2009, a report has also been written about inbound tourism. The carbon footprint of business travel has not been determined, whereas there has been considerable interest throughout the years from businesses to assess and mitigate their travel footprints. There is also increasing policy attention for travel footprints. In 2018, a modified setup of the CVO caused the need to revise our statistical model and correction factors to be developed to counter the potential effects of a trend-breach. The project aimed to check and improve the current syntax for Dutch holidaymakers, adjust the one for inbound tourism, and develop a new one for Dutch business travel. The project output includes a report on the carbon footprint of Dutch holidaymakers for 2018, on inbound tourism for 2014, and on Dutch business travel for 2016, based on the CVO, inbound tourim dataset, and CZO. The project ends with a workshop with stakeholders to identify the way forward in tourism carbon footprinting in the Netherlands (tools, applications, etc.)Project partners: NRIT Research, NBTC-NIPO Research, CBS
