As the first order of business in the RIGHT project, each region produced and published its own regional report, using an underlying format developed in work package 3 in this project (Manickam & van Lieshout, 2018). The format and the regional work consisted of three parts. Part 1 is the Regional Innovation Ecosystems (RIE) mapping to provide a qualitative understanding of the region’s innovation ecosystem with regards to its Smart Specialisation Strategies (S3). This part is divided into a socio-economic and R&D profile mapping and a SWOT analysis. The RIE is an adaptation of a methodology and tool used by the eDIGIREGION Project. This part is to be filled in by desk research and consulting regional experts (through interviews and/or focus groups). This part is used for mapping the own regional ecosystems, information for the partners to get to know the other regions and to be able to identify relevant similarities and differences across the regions, which in turn, will be reported in part 1 of this trans-regional report. Regions themselves chose their own sector focus. One could focus on either energy of the blue sector, or both. Part 2 focuses on the innovation capacity and needs of SMEs from the chosen sector(s). The questions are adapted from a systemic study on cluster developments, in which an analysis model was developed (Manickam, 2018). It is based on (on average) six face-to-face interviews with SMEs from the sector. The outputs of these interviews were summarised into one template, in English, by each partner region to allow for joint analysis and comparison that is in turn reported in part 2 of this report Part 3 introduced the Job Forecasting and Skills Gaps mapping using the JOES templates as developed by van Lieshout et al. (2017). To gain an appreciation of the extent and nature of skills gap, each region was asked to analyse current and potential future labour demand, workforce, and discrepancies between the two, in up to 2 businesses. For obvious reasons (confidentiality and privacy), the JOEs will not be published separately, nor will their information be used in the report in a way that would be traceable to specific businesses. We will use exemplary information from them for illustrative purposes in Parts 1 and 2 of this report where relevant.

Part I consists of an inventory of the current and upcoming policy, where we zoom in from European to national and from regional to local level. Additionally, we look at a number of quantitative accomplishments of the Hanze University of Applied Sciences. This preparatory research is performed as part of the European collaborative project Interreg Europe TraCS3.
Within PREMIUM_EU we have co-responsibility for developing the Regional Development Effects Module (RDEM). This module will map the impact of migration on regional development seen on different variables. To construct the RDEM we have to:1. develop a typology of regions, based on the impact that mobility has on its economic, social and cultural development; and2. detect the causal linkages between regional mobility on the one hand and regional development on the other.In our presentation we will focus on the process to determine relevant regional development indicators that will help in the collection and analysis of relevant data for the period 2010-2022 on NUTS 2 and 3 level. Partners in our project will additionally focus on:1. Analysis of regional networks estimated from Facebook2. Building typology regional development3. Longitudinal causal analysis of mobility4. Client: Foundation Innovation Alliance (SIA - Stichting Innovatie Alliantie) with funding from the ministry of Education, Culture and Science (OCW) Funder: RAAK (Regional Attention and Action for Knowledge circulation) The RAAK scheme is managed by the Foundation Innovation Alliance (SIA - Stichting Innovatie Alliantie) with funding from the ministry of Education, Culture and Science (OCW). Early 2013 the Centre for Sustainable Tourism and Transport started work on the RAAK-MKB project ‘Carbon management for tour operators’ (CARMATOP). Besides NHTV, eleven Dutch SME tour operators, ANVR, HZ University of Applied Sciences, Climate Neutral Group and ECEAT initially joined this 2-year project. The consortium was later extended with IT-partner iBuildings and five more tour operators. The project goal of CARMATOP was to develop and test new knowledge about the measurement of tour package carbon footprints and translate this into a simple application which allows tour operators to integrate carbon management into their daily operations. By doing this Dutch tour operators are international frontrunners.Why address the carbon footprint of tour packages?Global tourism contribution to man-made CO2 emissions is around 5%, and all scenarios point towards rapid growth of tourism emissions, whereas a reverse development is required in order to prevent climate change exceeding ‘acceptable’ boundaries. Tour packages have a high long-haul and aviation content, and the increase of this type of travel is a major factor in tourism emission growth. Dutch tour operators recognise their responsibility, and feel the need to engage in carbon management.What is Carbon management?Carbon management is the strategic management of emissions in one’s business. This is becoming more important for businesses, also in tourism, because of several economical, societal and political developments. For tour operators some of the most important factors asking for action are increasing energy costs, international aviation policy, pressure from society to become greener, increasing demand for green trips, and the wish to obtain a green image and become a frontrunner among consumers and colleagues in doing so.NetworkProject management was in the hands of the Centre for Sustainable Tourism and Transport (CSTT) of NHTV Breda University of Applied Sciences. CSTT has 10 years’ experience in measuring tourism emissions and developing strategies to mitigate emissions, and enjoys an international reputation in this field. The ICT Associate Professorship of HZ University of Applied Sciences has longstanding expertise in linking varying databases of different organisations. Its key role in CARMATOP was to create the semantic wiki for the carbon calculator, which links touroperator input with all necessary databases on carbon emissions. Web developer ibuildings created the Graphical User Interface; the front end of the semantic wiki. ANVR, the Dutch Association of Travel Agents and Tour operators, represents 180 tour operators and 1500 retail agencies in the Netherlands, and requires all its members to meet a minimum of sustainable practices through a number of criteria. ANVR’s role was in dissemination, networking and ensuring CARMATOP products will last. Climate Neutral Group’s experience with sustainable entrepreneurship and knowledge about carbon footprint (mitigation), and ECEAT’s broad sustainable tourism network, provided further essential inputs for CARMATOP. Finally, most of the eleven tour operators are sustainable tourism frontrunners in the Netherlands, and are the driving forces behind this project.
Nederland wil in 2050 circulair zijn. Dat vraagt een ongekende transitie in de wijze waarop onze samenleving onderneemt, samenwerkt, denkt en doet. Stedelijke regio’s zijn de geijkte plek om een transitie naar een circulaire economie in gang te zetten door hun dichte concentratie van kennis, kapitaal, data en resources op een relatief klein oppervlak. De baten die deze transitie oplevert zullen vooral in deze regio’s merkbaar zijn: minder verspilling, luchtvervuiling en CO2-uitstoot, meer economische waarde en sociale impact. CIRCOLLAB richt zich op het versterken van interdisciplinair praktijkgericht onderzoek voor de circulaire transitie in de metropoolregio Amsterdam (MRA). De SPRONG-groep bestaat uit lectoraten van de Centres of Expertise Urban Technology en Urban Governance & Social Innovation en de Faculteit Digitale Media en Creatieve Industrie van de Hogeschool van Amsterdam, Kenniscentrum Maatschappelijke Innovatie Flevoland van Hogeschool Windesheim en de Academie van Bouwkunst van de Amsterdamse Hogeschool voor de Kunsten. De SPRONG-groep combineert expertise vanuit het technologische, creatieve, economische en sociale domein en verricht praktijkgericht onderzoek naar ‘circulair denken en doen’, ‘circulair ondernemen’, ‘circulair menselijk kapitaal’ en ‘circulair samenwerken’ in relatie tot technische innovaties in twee waardeketens: de gebouwde omgeving en consumptiegoederen. De SPRONG-groep ontwikkelt, samen met actoren in de quadruple helix, een regionale infrastructuur voor inventariseren en prioriteren van onderzoeksbehoeften en het programmeren, opbouwen en uitwisselen van kennis. Hierbij worden kennis en ervaringen uit circulaire initiatieven, experimenten, onderzoek en onderwijs aan elkaar en aan fysieke experimenteerruimtes verbonden, om gezamenlijk van te leren, kennis te delen en op te schalen. Zo ontstaat een krachtige interdisciplinaire SPRONGgroep met de ambitie om het consortium uit te laten groeien tot dé regionale spil op het gebied van de circulaire transitie in grootstedelijke regio’s en een erkende (inter)nationale speler voor kennisuitwisseling en -opbouw op dit onderwerp.
The SPRONG-collaboration “Collective process development for an innovative chemical industry” (CONNECT) aims to accelerate the chemical industry’s climate/sustainability transition by process development of innovative chemical processes. The CONNECT SPRONG-group integrates the expertise of the research groups “Material Sciences” (Zuyd Hogeschool), “Making Industry Sustainable” (Hogeschool Rotterdam), “Innovative Testing in Life Sciences & Chemistry” and “Circular Water” (both Hogeschool Utrecht) and affiliated knowledge centres (Centres of Expertise CHILL [affiliated to Zuyd] and HRTech, and Utrecht Science Park InnovationLab). The combined CONNECT-expertise generates critical mass to facilitate process development of necessary energy-/material-efficient processes for the 2050 goals of the Knowledge and Innovation Agenda (KIA) Climate and Energy (mission C) using Chemical Key Technologies. CONNECT focuses on process development/chemical engineering. We will collaborate with SPRONG-groups centred on chemistry and other non-SPRONG initiatives. The CONNECT-consortium will generate a Learning Community of the core group (universities of applied science and knowledge centres), companies (high-tech equipment, engineering and chemical end-users), secondary vocational training, universities, sustainability institutes and regional network organizations that will facilitate research, demand articulation and professionalization of students and professionals. In the CONNECT-trajectory, four field labs will be integrated and strengthened with necessary coordination, organisation, expertise and equipment to facilitate chemical innovations to bridge the innovation valley-of-death between feasibility studies and high technology-readiness-level pilot plant infrastructure. The CONNECT-field labs will combine experimental and theoretical approaches to generate high-quality data that can be used for modelling and predict the impact of flow chemical technologies. The CONNECT-trajectory will optimize research quality systems (e.g. PDCA, data management, impact). At the end of the CONNECT-trajectory, the SPRONG-group will have become the process development/chemical engineering SPRONG-group in the Netherlands. We can then meaningfully contribute to further integrate the (inter)national research ecosystem to valorise innovative chemical processes for the KIA Climate and Energy.
