Mainstream views of Dutch foreign policy seem to be based upon a persistent assumption that, as a small Western European country, foreign policy is characterized by fundamental stability and continuity. In some regards this stability has almost become a policy and organizational guideline; however, this emphasis on stability as an empirical reality and management standard may be the result of inadequate concepts and models of foreign policy and organizational change. The following research questions are addressed in this article. What are the main carriers and barriers in Dutch foreign policy and organizational change? How can insights from international relations studies, and policy and organization studies be combined to give a model of foreign policy and organizational change? We propose a model based on 11 carriers and barriers for change at four levels of analysis: the international system; the national system; the organizational system; and the individual system. These carriers and barriers are used to explain three types of foreign policy change: policy instruments; strategy and goals; and political and normative foundations. Organizational change concerns: (1) change of roles; (2) change of tasks; (3) change of size of tasks and roles; (4) change of division of tasks and roles; and (5) change of the portfolio of tasks and roles. We discuss Dutch foreign policy towards its former colony Surinam and end with some suggestions for further research.
The use of measurement instruments has become a major issue in physical therapy, but their use in daily practice is infrequent. The aims of this case report were to develop and evaluate a plan for the systematic implementation of two measurement instruments frequently recommended in Dutch physical therapy clinical guidelines: the Patient-Specific Complaints instrument and the Six-Minute Walk Test.
Background:Many business intelligence surveys demonstrate that Digital Realities (Virtual reality and Augmented Reality) are becoming a huge market trend in many sectors, and North America is taking the lead in this emerging domain. Tourism is no exception and the sector in Europe must innovate to get ahead of the curve of this technological revolution, but this innovation needs public support.Project partnership:In order to provide labs, startups and SMEs willing to take this unique opportunity with the most appropriate support policies, 9 partner organizations from 8 countries (FR, IT, HU, UK, NO, ES, PL, NL) decided to work together: regional and local authorities, development agencies, private non-profit association and universities.Objective of the project:Thanks to their complementary experiences and know-how, they intend to improve policies of the partner regions (structural funds and regional policies), in order to foster a tourist channeled innovation in the Digital Realities sector.Approach:All partners will work together on policy analysis tasks before exchanging their best initiatives and transferring them from one country to another. This strong cooperation will allow them to build the best conditions to foster innovation thanks to more effective structural funds policies and regional policies.Main activities & outputs:8 policy instruments are addressed, among which 7 relate to structural funds programmes. Basis for exchange of experience: Reciprocal improvement analysis and 8 study trips with peer-review of each partner’s practices. Video reportages for an effective dissemination towards other territories in Europe.Main expected results:At least 16 good practices identified. 8 targeted policy instruments improved. At least 27 staff members will transfer new capacities in their intervention fields. At least 8 involved stakeholders with increased skills and knowledge from exchange of experience. Expected 17 appearances in press and media, including at European level.
The CSTT contributes to Work Package 1 of the ETGG 2030 project.WP1 involves the development and preparation of the “European SME Going Green 2030 Report” with the objective of providing an overview of Europe-wide action on the state and development of sustainable tourism at different levels, with a particular focus on small and medium enterprises (SMEs). In addition to information on the political framework for sustainable tourism at global and at European levels, the emphasis of the report is on national chapters that are to describe and analyse the current situation of sustainable tourism in general and of SMEs in particular. The CSTT contributes the Dutch chapter.These national reviews should cover information regarding relevant stakeholders, policies and strategies as well as activities and instruments linked to sustainable tourism development at national level. Furthermore, they should address core achievements as well as challenges and opportunities regarding the development of sustainable tourism, possibly taking into consideration the implications of the Covid-19 crisis.
JEWELS TOUR is a 4-year project funded by Interreg Europe and dealing with the valorisation of Jewish Cultural Heritage (JCH) in some European cities (Ferrara in Italy, Coimbra in Portugal, Erfurt in Germany, Lublin in Poland, Riga in Latvia, Ośrodek in Poland). Jewish cultural heritage is an integral part of the shared cultural heritage in Europe, and initiatives such as this project bring local stakeholders from different parts of Europe together to investigate the common responsibility of protecting tangible and intangible Jewish heritage. Across Europe, municipalities and local organizations recognize a need to make Jewish heritage accessible, and to do so in a sustainable way, that is in a way that benefit locals as well as visitors, with attention to economic as well as cultural and social benefits. The project aims is to devise policy instruments to promote Jewish cultural heritage, hereby including also digital ones, when possible. Technology is seen as an instrument to collect and share stories with equity, hereby also exploiting the emerging Collaborative Cloud for Cultural Heritage that is promoted at European level.Societal IssueCultural heritage has been increasingly recognised as a strategic asset for an inclusive and sustainable development across Europe, due to its capacity to promote diversity and intercultural dialogue, while contributing to a stronger sense of belonging and mutual respect. The JEWELS TOUR project addresses the challenge of Jewish Cultural Heritage (JCH) discontinuity, reflecting both in a low level of investments and connection between heritage resources and local/regional productive sectors, as well as in the attractiveness regarding the promotion of JC assets as drivers for sustainable tourism and regional development.Benefit to societyIn recent years, Cultural Heritage has been increasingly recognised as a strategic resource for a sustainable and peaceful Europe, due to its capacity to promote diversity and intercultural dialogue, while contributing to a stronger sense of belonging and mutual respect . At EU level, cultural investments are considered as key drivers of territorial development and social cohesion, and as essential elements leading to the promotion of social innovation.
