Local governments, traditionally an important partner of voluntary sport clubs in the Netherlands, are increasingly influencing clubs into involvement in social projects and activities. Although it is not clear what contribution sports clubs can play in this social policy agenda, or whether this agenda carries dangers of undermining the nature and strengths of these clubs (Coalter, 2007), more and more clubs in the Netherlands try to adapt to these demands. Sport clubs are no simple implementers of local social policy, they need autonomy to translate social activities to the local context and specific characteristics of the club to be successful (Skille, 2008). The aim of this study is to gain insight in the opinions of sport club members towards this upcoming social responsibility.
The ‘Sport Physical Education and Coaching for Health (SPEACH) project, co-financed by the Erasmus+ Programme of the European Union (2015-2017) aims to increase awareness and behavioral change in sport professionals and European citizens towards an active and healthy lifestyle. The target is to develop and test Health Enhancing Physical Activities or HEPA modules that can be integrated in Physical Education Training Education structures and Sport Coaching courses. The different steps in this EU project are: (1) needs analyses among students (survey, interviews, focus groups), (2) development of most relevant HEPA modules based on the needs analysis results, (3) teach-the-teacher course (4) testing of 3 selected HEPA modules in a real-life setting with physical education and sport coaching students (n=60, from 8 countries) and teachers (n=12, from 7 countries), (5) sustainability of the project results, coordinated by the European Network of Sport Education (ENSE). The project is in its last phase (step 6). The titles of the three field-tested modules are (a) Development of a family-based HEPA project in the school & sport club context, (b) Promoting health enhancing physical activity among children and youth, and (c) Designing educational sport environments for children with special needs. The presentation will illustrate how the module on family-based HEPA was build up in content and didactical approach. The students were given the task to work out a health promotion project together with local sport clubs, school(s) and other local organizations. The goal of the intervention was to enhance (and maintain) health with children and make sure that parents are aware of possibilities to integrate PA in daily life for their children and themselves. A stepwise approach in small students groups was worked out concentrating on the themes: insight in stakeholders and their role in health promotion, behavior change theories, motivational interviewing and intervention mapping protocol. Advices for implementation on different educational levels (vocational, bachelor and master) and usefulness at national and international educational contexts will be given for the family-based module and for the project in general. In recent years, the subsidiarity principle has been underlined in Sport-for-All policies in countries such as Germany, Austria and Belgium. According to this organising principle, issues need to be handled by the lowest possible political and administrative level, and as close to the citizens as possible. The 2007 decree concerning Sport-for-All policies at the local level in Flanders (Belgium) clearly referred to this. It emphasised the decentralisation of the Sport for All policy, and highlighted the regulatory and coordinating role of local sports authorities. As a consequence, they may face conflicting roles of being coordinator, regulator and provider of mass sport at the local level. In this paper, a mixed-method approach is used to give a closer insight in the role perceptions of local sports authorities in Flanders, and their position towards private sport providers. The results show that local sports authorities consider the coordination and regulation of mass sport in their municipality as their primary task. Yet, it appears that private sport providers also perceive competition from local sports authorities. Moreover, a considerable number of the local sports authorities believe they can combine the roles of provider and coordinator. As there appears to be considerable goal ambiguity, it is necessary for local sports authorities to formulate clear goals. Referring to the principle of subsidiarity, it is argued that sports authorities should only intervene when (non-)profit sport providers are not able to achieve the desirable outcomes with regard to sport and the welfare agenda.

The projectThe overarching goal of DIGNITY, DIGital traNsport In and for socieTY, is to foster a sustainable, integrated and user-friendly digital travel eco-system that improves accessibility and social inclusion, along with the travel experience and daily life of all citizens. The project delves into the digital transport eco-system to grasp the full range of factors that might lead to disparities in the uptake of digitalised mobility solutions by different user groups in Europe. Analysing the digital transition from both a user and provider’s perspective, DIGNITY looks at the challenges brought about by digitalisation, to then design, test and validate the DIGNITY approach, a novel concept that seeks to become the ‘ABCs for a digital inclusive travel system’. The approach combines proven inclusive design methodologies with the principles of foresight analysis to examine how a structured involvement of all actors – local institutions, market players, interest groups and end users – can help bridge the digital gap by co-creating more inclusive mobility solutions and by formulating user-centred policy frameworks.The objectivesThe idea is to support public and private mobility providers in conceiving mainstream digital products or services that are accessible to and usable by as many people as possible, regardless of their income, social situation or age; and to help policy makers formulate long-term strategies that promote innovation in transport while responding to global social, demographic and economic changes, including the challenges of poverty and migration.The missionBy focusing on and involving end-users throughout the process of designing policies, products, or services, it is possible to reduce social exclusion while boosting new business models and social innovation. The end result that DIGNITY is aiming for is an innovative decision support tool that can help local and regional decision-makers formulate digitally inclusive policies and strategies, and digital providers design more inclusive products and services.The approachThe DIGNITY approach combines analysis with concrete actions to make digital mobility services inclusive over the long term. The approach connects users’ needs and requirements with the provision of mobility services, and at the same time connects those services to the institutional framework. Nature areas in North-West Europe (NWE) face an increasing number of visitors (intensified by COVID-19) resulting in an increased pressure on nature, negative environmental impacts, higher management costs, and nuisance for local residents and visitors. The high share of car use exaggerates these impacts, including peak pressures. Furthermore, the almost exclusive access by car excludes disadvantaged people, specifically those without access to a car. At the same time, the urbanised character of NWE, its dense public transport network, well-developed tourism & recreation sector, and presence of shared mobility providers offers ample opportunities for more sustainable tourism. Thus, MONA will stimulate sustainable tourism in and around nature areas in NWE which benefits nature, the environment, visitors, and the local economy. MONA will do so by encouraging a modal shift through facilitating sustainableThe pan-European Innovation Action, funded under the Horizon Europe Framework Programme, aims to promote innovative governance processes ,and help public authorities in shaping their climate mitigation and adaptation policies. To achieve this aim, the GREENGAGE project will leverage citizens’ participation and equip them with innovative digital solutions that will transform citizen’s engagement and cities’ effectiveness in delivering the European Green Deal objectives for carbon neutral cities.Focusing on mobility, air quality and healthy living, citizens will be inspired to observe and co-create their cities by sensing their urban environments. The aim to complement, validate, and enrich information in authoritative data held by the public administrations and public agencies. This will be facilitated by engaging with citizens to co-create green initiatives and to develop Citizen Observatories. In GREENGAGE, Citizen Observatories will be a place where pilot cities will co-examine environmental issues integrating novel bottom-up process with top-down perspectives. This will provide the basis to co-create and co-design innovative solutions to monitor environmental problems at ground level with the help of citizens.With two interrelated project dimensions, the project aims to enhance intelligence applied to city decision-making processes and governance by engaging with citizen observations integrated with Copernicus, GEOSS, in-situ, and socio-economic intelligence, and by delivering innovative governance models based on novel toolboxes of decision-making methodologies and technologies. The envisioned citizens observatory campaigns will be deployed and fully demonstrated in 5 pilot engagements in selected European cities and regions including: Bristol (the United Kingdom), Copenhagen (Denmark), Turano / Gerace (Italy) and the region of Noord Brabant (the Netherlands). These innovation pilots aim to highlight the need for smart city governance by promoting citizen engagement, co-creation, gathering new data which will complement existing datasets and evidence-based decision and policymaking.
Client: European Institute of Innovation and Technology (EIT) The European Institute of Innovation & Technology, a body of the European Union founded to increase European sustainable growth and competitiveness, has set up a number of Knowledge and Innovation Communities (KIC). One of these Communities is on climate change (Climate-KIC). In 2013, Climate-KIC in the Netherlands approved funding for the IMPACT project (IMPlementation & Adoption of Carbon footprint in Tourism travel packages). This ‘pathfinder’ project aimed to assess the viability of and market for a comprehensive carbon calculator. Such a calculator would enable enterprises in the wider travel industry to determine the carbon dioxide emissions, the main cause for climate change, of tourism products and include ‘carbon management’ in their overall policy and strategy. It is generally expected the cost for fuel and carbon will significantly rise in the near en medium future. The calculator will not only cover flights, but also other transport modes, local tourism activities and accommodations. When this pathfinder project finds interest for carbon management within the sector, we aim to start a much larger follow-up project that will deliver the calculator and tools.
