The so called Second Demographic Transition (Lesthaeghe and Van der Kaa, 1986), which surfaced in the sixties of the twentieth century in Western Europe and North America, resulted from a significant change in the pattern of norms and values. This again resulted in delayed fertility, a declining population when there was no replenishment through "replacement migration” and an increasing variety of household structures (with a rising number of one-person households). The rise in life expectancy coupled with a declining fertility, evolved into a gradual ageing of the population.The concept of ‘unbalanced population decline’ (Van Nimwegen and Heering 2009) enables us, while studying population decline, to take into account different motives underlying the decision to migrate during the life course; young people migrating in search of higher education and job opportunities and elderly clustering in places with a high facility level. This unbalanced population decline is taking place in some rural parts and smaller towns in the Netherlands. Especially the two migration flows mentioned above determine the structure of the population and the possibilities for effective family, kin and other social support systems for the elderly.Method:Analysis using amongst others recent demographic data from de community of Oldambt (Netherlands)Results:It will be shown that the effects of the demographic transition in the North of the Netherlands are accelerated because of unbalanced population decline. Furthermore it will be argued that because of this combination in parts of the Northern Netherlands family, kin and social support systems for the elderly are deteriorating more rapidly than in other parts of the county.Conclusion:Combined effects of demographic transition and unbalanced population decline urge for a reconsideration of the possibilities to rely on family, kin and other social support systems in different regions in the Netherlands.

The structure and financing of collective long-term care and support in the Netherlands changed dramatically with the introduction of the Social Support Act (WMO) the 1st of January 2015. This act arranged that municipalities assist people to live in their homes for as long as possible by providing various forms of aid and support. This aid and support however, is in addition to the help that people arrange for themselves and / or receive in the form of volunteer aid (mantelzorg) by family, friends and neighbours. Furthermore under this Act people only become eligible for state financed sheltered accommodation in the exceptional case of severe physical or mental illness. The fact that under the new regime of the Social Support Act municipal support is made additional to volunteer aid, it is important to understand what role family, friends and neighbours potentially can play and in fact do play. This is especially important in regions were unbalanced population decline through out-migration of young people, effectively changes social structures and accelerates the ageing of the population. For this reason we designed a limited pilot-study to test the possibilities and the necessity of a broader study focussing on potential and every day practice concerning volunteer aid for elderly in regions characterized by unbalanced population decline. In this pilot study we will focus on a rural municipality in the north of the Netherlands: Oldambt.Within the framework of this pilot-study we focussed on living arrangements and social network of two groups of senior citizens; one group of men and women aged 65-79 and one group aged 80 years and over. Based on demographic data kindly made available by the municipal office of Oldambt, in this paper we will draw a picture of these citizens living in the municipality. Going deeper into the material and the municipality’s structure we will than focus on one of the municipality’s communities, Finsterwolde, with its village, hamlets and surrounding rural area. For the purpose of this pilot-study we constructed a sample of 30 men and women aged 80+-elderly and asked them to fill in a questionnaire. Based on the outcomes of these questionnaires we than had five in-depth interviews with some of them. Finally, on the basis of the gathered material, we will draw some general conclusions while presenting some new questions for further research into the living conditions and social support systems for elderly in a region with unbalanced population decline and accelerated ageing.
This report is a deliverable of the ESTRAC “Case Studies Regional Energy Transition” project, commissioned and funded by the research institute Energy Systems Transition Centre (ESTRAC). The projectThe overarching goal of DIGNITY, DIGital traNsport In and for socieTY, is to foster a sustainable, integrated and user-friendly digital travel eco-system that improves accessibility and social inclusion, along with the travel experience and daily life of all citizens. The project delves into the digital transport eco-system to grasp the full range of factors that might lead to disparities in the uptake of digitalised mobility solutions by different user groups in Europe. Analysing the digital transition from both a user and provider’s perspective, DIGNITY looks at the challenges brought about by digitalisation, to then design, test and validate the DIGNITY approach, a novel concept that seeks to become the ‘ABCs for a digital inclusive travel system’. The approach combines proven inclusive design methodologies with the principles of foresight analysis to examine how a structured involvement of all actors – local institutions, market players, interest groups and end users – can help bridge the digital gap by co-creating more inclusive mobility solutions and by formulating user-centred policy frameworks.The objectivesThe idea is to support public and private mobility providers in conceiving mainstream digital products or services that are accessible to and usable by as many people as possible, regardless of their income, social situation or age; and to help policy makers formulate long-term strategies that promote innovation in transport while responding to global social, demographic and economic changes, including the challenges of poverty and migration.The missionBy focusing on and involving end-users throughout the process of designing policies, products, or services, it is possible to reduce social exclusion while boosting new business models and social innovation. The end result that DIGNITY is aiming for is an innovative decision support tool that can help local and regional decision-makers formulate digitally inclusive policies and strategies, and digital providers design more inclusive products and services.The approachThe DIGNITY approach combines analysis with concrete actions to make digital mobility services inclusive over the long term. The approach connects users’ needs and requirements with the provision of mobility services, and at the same time connects those services to the institutional framework. Former military fortifications are often repurposed for tourism and recreation. While some of over 100 Dutch forts are recognized as UNESCO World Heritage sites, a substantial number are currently underdeveloped, putting their cultural and natural heritage at risk. Developing these forts in a conscious and collaborative way promises to not only preserve their heritage value, but also facilitate enjoyable and healthy experiences for visitors. Moreover, under-developed forts provide an opportunity to solve another pressing challenge, namely overtourism. Visitor pressure at tourist attractions has led the Netherlands Board of Tourism and Conventions to call for spreading visitors to lesser-known areas. Less-developed forts are among the most promising of these. Development initiatives depend on a transition from isolation to cooperation across sites. However, for cooperation to be effective, agencies managing these forts have indicated an urgent need for data on visitor characteristics and experiences. The purpose of the present project is to measure and analyze visitor demographics, motivations, and experiences at less-developed forts, and to develop a toolkit to inspire, support, and monitor development of these forts for natural and cultural heritage preservation and improved visitor experience. This proposal builds on the previous project, “Experiencing Nature” which utilized Breda Experience Lab technologies to measure visitor experiences at Fort de Roovere. We now aim to broaden this proven approach to a broader variety of forts, and to translate visitor data into actionable advice. The consortium includes a changemaking network of the Alliantie Zuiderwaterlinie (NL), Regionale Landschappen (VL), and Agentschap Natuur en Bos (VL). This Dutch-Flemish network aims to connect formerly isolated forts to one another, and represents a broad diversity of fortified sites, each with unique challenges. The project will thus facilitate interregional collaboration, especially toward coming Interreg EU proposals, and inform interregional marketing campaigns and planning for management and conservation.

We will employ a multidisciplinary approach to capturing visitor demographics, motivations, and experiences, through conducting quantitative questionnaires, lab-driven physiological experience measurement, and location tracking. This proposal builds on the previous project, “Experiencing Nature”, funded by Centre of Expertise in Leisure, Tourism, and Hospitality, which utilized Breda Experience Lab technologies to explore visitor experiences at Fort de Roovere. In sum, the purpose of the present project is to measure and analyze visitor demographics, motivations, and experiences at less-developed forts, and to develop a toolkit to inspire, support, and monitor development of these forts for heritage preservation, visitor experience, and biodiversity. The project will be conducted in collaboration with Flemish partners, thereby forming the consortium comprised of the Alliantie ZuiderWaterlinie (NL), Regionale Landschappen (VL), and Agentschap Natuur en Bos (VL), with support from municipalities in both countries. The project will promote regional synergies and facilitate long-lasting cross-border collaboration, especially toward coming Interreg EU proposals, whilst informing the design of interregional marketing campaigns and supporting planning for visitor flows and biodiversity conservation efforts.
