What is this publication about?In this publication on ‘New urban economies’, we search for answers and insights to a key question: how can cities foster economic development and develop ‘new urban economies’. And, importantly, how can they do that:◗ in concertation with different urban stakeholders, ◗ responding adequately to key challenges and developments beyond their control, ◗ building on the cities’ own identity, industries and competences, ◗ in a sustainable way, ◗ and without compromising weaker groups.
Abstract. In recent years circular economy has become more important for the development of many places including cities. Traditionally, urban development policies have mainly been aiming to improve the socio-economic wellbeing of neighbourhoods. However, technical and ecologic aspects have their effects too and need to go hand in hand. This paper is based on an urban area experiment in the Dutch city of Utrecht. In order to assess urban area developments, typically rather straight-forward quantitative indicators have been used. However, it has proved more complicated to assess multifaceted developments of the area studied in this paper. With the City Model Canvas a multi-layered model is being used to better assess the impact of the urban development being studied. Key findings include that the project studied resulted in more space for companies from the creative industry and the settlement of local ‘circular’ entrepreneurs and start-ups, although it remains unclear to what extent these benefit from each other’s presence. The increase in business activity resulted in more jobs, but it is again unclear whether this led to more social inclusion. From an environmental point of view the project activities resulted in less raw materials being used, although activities and public events bring nuisance to the surrounding neighbourhoods.

Comprehensive understanding of the merits of bottom-up urban development is lacking, thus hampering and complicating associated collaborative processes. Therefore, and given the assumed relevancies, we mapped the social, environmental and economic values generated by bottom-up developments in two Dutch urban areas, using theory-based evaluation principles. These evaluations raised insights into the values, beneficiaries and path dependencies between successive values, confirming the assumed effect of placemaking accelerating further spatial developments. It also revealed broader impacts of bottom-up endeavors, such as influences on local policies and innovations in urban development.

In June 2016, two Dutch SME companies which are active in the area of urban solid waste management approached the International Environmental Sciences department of Avans about the current R&D activities on urban solid waste management in cooperation with the Federal University of Minas Gerais (UFMG) Brazil. The companies had interest in developing activities in Brazil, since they are aware of the great potential for exporting both knowledge and technology. Solid waste poses a major problem in Brazil which affects 200 million residents. The Brazilian municipalities collect around 71 million tons solid municipal waste on a yearly basis and only a tiny percentage of this collected waste gets recycled. As such. the overwhelming majority of the collected urban solid waste goes to landfills. Within the State of Minas Gerais there are 850 towns of which 600 have less than 20.000 residents and are agriculturally oriented. Current organic waste composting practices take place under very poor conditions (pathogens and weeds still remain in the compost) and most often the resulting compost product is not well received by its residential and agricultural consumers. As such there is huge room for improvement. The SME companies work with Avans and UFMG to address these challenges. The joint research team consisting of the two Dutch SME companies and the two Research and educational institutes have defined the following research question: What is the current status of organic solid waste management in Minas Gerais and how can cooperation between Brazil and the Netherlands result in a win-win for both countries? Two individual KIEM VANG proposals have been defined in order to address these challenges. The planned activities are a joint effort with professor R. T. de Vasconcelos Barros of the Universidade Federal de Minas Gerais (UFMG) and are executed within the Living Lab Biobased Brazil program (www.biobasedbrazil.org).
Circular BIOmass CAScade to 100% North Sea Region (NSR) economic activity and growth are mostly found in urban areas. Rural NSR regions experience population decline and negative economic growth. The BIOCAS project expects revitalizing and greening of rural areas go hand in hand. BIOCAS will develop rural areas of the NSR into smart specialized regions for integrated and local valorization of biomass. 13 Commercial running Bio-Cascade-Alliances (BCA’s) will be piloted, evaluated and actively shared in the involved regions. These proven concepts will accelerate adoption of high to low value bio-cascading technologies and businesses in rural regions. The project connects 18 regional initiatives around technologies, processes, businesses for the conversion of biomass streams. The initiatives collaborate in a thematic approach: Through engineering, value chain assessments, BCA’s building, partners tackle challenges that are shared by rural areas. I.e. unsustainable biomass use, a mineral surplus and soil degradation, deprivation of potentially valuable resources, and limited involvement of regional businesses and SMEs in existing bio-economy developments. The 18 partners are strongly embedded in regional settings, connected to many local partners. They will align stakeholders in BCA’s that would not have cooperated without BIOCAS interventions. The goal of this research is to develop an instrument for working with justice in urban development projects for urban professionals such as policy makers, urban planners and designers. The instrument will provide them with the tools to set up participatory processes for the development of urban areas where conflicting interests and perspective on justice form a challenge in working towards a just solution for a shared ambition. The plans for the future of de Wallen, Amsterdam’s Red Light District, will function as a case study for this research. There, conflicting interests have formed a challenge in creating a shared vision for the future of the neighborhood, mainly regarding the presence of sex work. The instrument will be developed in co-creation with the stakeholders of the neighborhood, with a focus on the involved policy makers and designers as the changemakers.
